It most likely won't be accepted, it has too many frames.
I don't think having lots of animation matters as long as you don't violate any upload rules.
Just like my head, it has 30+ frames and it still got accepted nonetheless.
This head isn't accepted for having too many frames.

Well it flashes as well as changes colors, so most likely not.
