We plan on changing this so that leaders have gang points to spend

Could you just totally redesign the gang system....
There are a lot of cool features that could be added to gangs so that you can do a lot more then just give someone recruit power.

Depends. When you get the hideout then you don't need extra hats as much as anyone with a tag can get.

What would be good though is if the hat in the hideout was different from the one distributed.

I really like this idea. At least 10 members should be given a gang hat.
