Judging by where the last member is located, I'd say it's lag. This has happened before and I commonly associated with server lag.

You can find me in-game under the name "Tim Z." or by searching up "Zephlyn" in the gangs section.
2 members accept tag at the sametime while lagging.
i seen a gang with 27 members lol!
