Will it ever be allowed to make the 2k basing hat into a gas mask? If not, why?
In my opinion I don't think having a 2k gas mask is a problem. Being a smaller gang going up against higher ranking gangs will be a little difficult. The gas mask would help out tons and would show your gang pride.
10k hat should be a gas mask,
Not 2k hat because any player could get the hat if your guild gets to 4k hours.

Mihaly has already discussed this, the gang hats will be gas proof but not anytime soon due to the lack of scripters. As snk is the only active scripter and being busy with countryside.
