The pay out can't be too high, some of these streakers are hard core at running away and logging off to prevent thier own demise.

Yep this should happen. I noticed that people are most concerned about a ton of streakers, or boosters.
Ton of streakers: We all know it would be popular for 2-3 days max.
Boosters: how many people, even if it was to help a friend, would stand somewhere for a hour while someone got a streak of 500-1000. Besides it's not like it's a big reward, you could make more in the hour by digging, trashing, exc.

The body parts are ok but they aren't anything substantial. 600 streak 120 body parts 360-600 tops.

Think of the bad side-players will call friends to meet at 1 spot and start streaking on them till they reach like 1000 PKs and more which eventually gives them more rewards.
