At the moment new bases are not really needed. If we have too many bases then 1 gang could hold 3 bases with 3 people or something silly like that because the basing population would be spread so thinly with all the extra bases. The current bases are adequate for now.

Well look at it like this, sometimes all bases are full and at other times there are no attackers in a lot of bases. That is a good balance but extra bases would make basing too easy.
