How are these 'smaller gangs' going to develop skills if they're exposed to amateur basing. I'd say their skills would develop quite slowly if you ask me.

Gangs need to get stronger, by having loyal members that's the only they will grow. If the smaller gangs don't have loyal members then that's the problem not "having people that have high pks".
