Only the higher-authorities has access to them.
PRA's and devs have access to them. Not sure about SPR's, however.

They're are Records kept of you, but I think after like 5-10 Years they may get deleted, I'm not sure.

Wanna talk about dumb reasons to be jailed, I got jailed by donnie because I was at start saying "GETS suck", no vulgarity just that and he pmed me saying I needed to learn some respect then once I got out he jailed me again for telling people about this and then I asked some of my freinds in GETS and they said this was a regular thing for him. xD

Yes. There is a Jailing Log and it helps PRs or any staff member to see if you're eligible to become staff.
Also, if you macro for 3 times, they'll reset you in the fourth or fifth, no clue, but they'll know you macro too much.
