Is iFiling on client side illegal?

There's a guy names Mr. Wumba (Junior). He claims that he iFiled his minigun into a flamethrower on client side. So here's my question: Is Client side iFiling illegal? Should this guy be banned?

It does not affect anyones gameplay.
I clientside changed my grab button from red to blue and that's totally legal.
Unless you don't change buildings/furniture/items so that you could walk though them, it's legal.
Or so i'm guessing, don't take my words for it.

You need to understand that clientside is what only you can see, not the others.
Hence, I doubt it's illegal.

Changing something with serverside, is illegal. That is the control of the whole server.
