I think it's all in a random pattern. There's no exact number, but can only be estimated. You'll receive many different answers, but I think it's best just to dig and dig till your goal is reached.

my guess is around 15-25 but if there is a black friday event, maybe around 30+
Digging at beach bar is good and 1 shovel = 15 shells.

Yeah I think it's random, I got like 16 shells from one.

15-30 shells, some shovels last longer than others, it depends.
20-30 shells, some shovels last longer than others. This means that each shovels gives you different amount of shells. For example one shovel will give you 20 shells and another shovel will give you 25 shells.
