Even if a staff did not say it was fine clearly accepting it is an indication that it's allowed.
If a pr made a mistake and it's actually not allowed then reimburse the player, it's as simple as that.
Well, it's not that hard to make a template for status codes, instead of uploading status codes as a shield and waiting few days after being banned for uploading the same file many times and it gets rejected every single time you upload it.

It seems like you all need to brush up on the upload rules.
This applies to shields as well, however there is no refund shield command. That is why shields that break the rules get deleted.If errors are made- such as a PR accepting an upload that is deemed
"illegal" such as copyright, they should have their upload manually
refunded for half price- as they should have read the rules to
begin with and not uploaded a copyrighted image-

The rules are in a place where no average player would find them unless they looked hard enough and you're going to punish one for not reading them? I hope you realize that the staff is at fault too and if they didn't realize it was illegal either then they also mustn't have read the rules. This is ridiculous.
