Doesn't fall under flashing but not sure about the rotating image.
Yes it's okay as long as it's not flashing rapidly that it gives people seizures, it's only moving around it is similar to blinking so in my eyes it seems reasonably fine to be in the game
lol got ban for 48h (from uloading) cuz flashing images
