In App Purchases Broken

Hey, i recently just got a gifcard for 20$ from my grandparents so i decided why not spend it on era? When i went to go purchase the 3rd gralat pack it says "this payment method has been declined" when i have enough to purchase the pack ( 9.99$ ). Getting further frustrated i continued to attempt to buy the 2nd and 1st and still got the same error message...i havent sent a ticket yet because i was hoping this was game development but any help or assistance would help.

Im using a ANDROID . GALAXY S5 ACTIVE
