Who would i speak to in regards to being hired as a Developer?

Yea, like what the others said, Developer isn't something that just hires in itself. The higher staff teams need a lot of trust in somebody in order to have a position like that, considering that enables you to edit the game itself. So start in a developmental job, such as applying for gani artist, GFX artist, or levels artist, and go from there.
You can't become a developer out of the gate. To be a developer you must be a staff member for a quite a while in one of the major servers before applying for that position.
