It isn't ONLY a chainsaw glitch, it happens with any melee. NPCs have a timer(or its because of server lag)before they can be hit consecutively, this is why when you use stun gun and see a ton of 9 above the NPC(crab for ex.) it isnt actually doing 9 damage for every 9 you see. It is more like every other or every third 9.

Its not a hit timer because if i am hitting someone and they use dagger i will deal 0 damage and they will kill me, now if u think that a hit timer as long as someone knifing u too death is fair, then i dont know what fair is.

The only way to fix it is most likely increasing the hit speed

All of your points are invalid. If someone purchases a gun that coests 100,000+ it should also do a decent amount of damgage.
Aslo this isnt real life with antique swords.
Aslo my point is the weapon is glitched. I can 3 hit someone and kill them but if they are hitting me with a dagger or something while im hitting them i don't deal any damage at all.
