They have looked at your application, if they don't answer then it's a no. However, they will respond if they like what they see on your application and hire you OR they still respond if your application was good but not quite good enough to be hired. They just say that your application wasn't competitive enough.

On a side note I think your work looks pretty good so far (coming from someone who doesn't gfx). If you continue to create and improve what you have now, you'd have a greater chance in becoming a staff.
