Little bit slower, more for healing than meele.
The meele is the same for water and electric it has that auto thing so you just hold down to meele. Something like crab claws or taser is close.
I assume you base because you didn't say you didn't, water/electric both look cool and work well in basing. A lightsaber looks cool aswell and is really good at taking flag. Really its up to you.

It was only made to look faster, but in actuality it just does the same hit register as katana.

As for the 3, I can tell you that the katana is faster than the heal staffs. I'm a owner of both EC items.

Also, if you're not into PK or Spar I would recommend you to buy a show-off item, such as melees. But if you want a gun instead, the Bolt Blaster, Cripple Cannon and Electric Staff are some guns that are very fun to use.
