In light of these rumors, another alternative would be to poll only the 16 gang leaders participating, since these votes ultimately effect them.
They would message me directly, so I can make sure no collusion is being done.

Each leader would put in 1 vote representing their entire gang.

I feel as this is a better approach, a set position bracket allows for earned advantages to be put into play. Do I agree with it 100%? Not really. I feel there could be tweaks made, but a random bracket is a risk. If you were to do random brackets, I believe that Shrekt, iFreeze, Magus, Kartel, Wario and Tetris should have security, meaning they cannot face each other first round.
