Why don't the admins drag people in crowded areas to see if
1. the text moves with the one they dragged
or
2. stays there because it's being said by a person underneath the person showing on top?

And then jail/gag/warn the right person.

Admins don't do that due to players saying admins abused their powers by dragging them for no reason.
