That isn't true at all. Players kept submitting their work but the staff member who was responsible, wasn't active enough

Okay? Just like the mall, you don't see hundreds of people in there. It all depends on the players. Arte was a nice place to relax, walk around, and if it was able to dig shells, then it'd be popular.
