So basically, when you try to contact a staff member most of the time you might get that message. Here is how it happens, the staff member is off the client but they are logged into the Graal Remote Control.
1. They are not logged into client

Most of you try to contact a Player Relations staff member but you get that message. Do you want to know why it happens? Well, you see all staff members (excludes Newspaper Staff and Moderators) log into Graal client to hop on to their staff account. There is no way you could have a staff account when you're using a player game. Alpho (former Developer) used his iPhone to log into his staff account, he only did that because he was a Developer. Now back to the title.
The PR's or staff members are probably logged into the Graal client but not logged in Graal Remote Control. If they are not logged into Graal Remote Control they won't be able to use their account. So there you have it. A quick and simple way of saying that.

They left graal but the system says they are on or either on RC

You got the concept mixed up, it's that if a PR for example has client closed but RC (remote control) open it shows that he's online on game but you may not message them and that message pops up
Graal remote control is a panel that allows staff to have more control/commands to the game
As for client it's a direct way to work, communicate with players...
In addition to that the Remote control is linked with the staff's ingame account
Hence why you see them as online but they actually aren't in game.
Some staff after they close client and RC forget that RC is kept open in the background and they seem always online.

It was a good thing that you brought this up. Sometimes players get confused when they see this message pop up and think that the admin is ignoring PMs when that staff member may have accidently left RC open making it look like they were online.

They just have their remote control up and running.

You see they cannot recieve your PMs because they are not in the game they are in the Remote Control.

Yea like Blitz said, good this is cleared up. Countless times man we're accused of ignoring players and "putting that message on" so we don't receive pms. Which is completely untrue lol
