-Basically you are telling the players that yes we do make mistakes but you are the ones who will suffer from that, we are supreme beings.

-Players fault for not reading rules? Yet again staff should be more familiar with the rules and it is their fault for accepting it.

That's still not the player's fault. I still agree he should have gotten his full refund, it happened to me as well and only got half...
