Staff are not allowed to give out hats. Allowing birthday hats would be a cheap bypass

Having to collect bday hats would be fun for the community. Not much hats are added in era anyway so why not do this?

I think there are about 70 staff members, so to keep track of each of our birthdays and then getting a graphics team staff member to make a unique hat ready ahead of time before the actually birthday and opening the the building probably became too difficult to maintain.
