You could report to the weebly makers or whatever domain he uses. 2 years ago I had such site but for the ol west community (apologized for most of them) however once I moved to grail zone an admin quickly got it down by reporting it to the weebly admins for copyrights.

It makes sense, when you upload something to Era, it becomes part of the game, and that only belongs to the person who owns the game. So if people decide to use ifile to steal graphics from the game and post it on their own website, the website could easily be removed if reported.
