Wtf is this?

Howdy.
As I was player-killing beside the Start Park, I'd moved back in to heal and a freebies NPC appeared with this administrator on it with a tag that isn't one of a 'Player Relations Admin' or 'Developer', rather one of an 'Ex-Manager.' What is this and why did it have to appear if he hasn't been on in 152 days and counting?
Note: Snk's account is in the guild 'snktestgang', for those who don't know.
I caught a picture of it right on time to ask the community, out of curiousity.

Well, he's been gone for five months. There's been no response and I'm pretty sure he's been contacted aplenty at this point. Only time will tell.
