You can't expect to get it by doing nothing.
Politely and maturely pm the PRAs or SPRs for that timezone, letting them know of your interest and to keep you in mind. Do NOT ask or beg for an application, and do not pm them every day or bug. Typically you can always get an in-game one, but it is not easy. You have to earn it, you have to be noticed and you have to prove your worthiness at ALL times, not only when it suits you best or when you feel like it. Even then, there is never a guarantee that you'll receive anything. I understand the frustration, I got denied 4 times before becoming a staff and each time had to wait for another application. Stay patient, keep thorough watch on the forums for any open opportunities.
