I know you said you only care about the opinion of people who currently carry both of the EC items, but I'll just say it anyway cause it might help you.
I think you should just get flame. It's still very nice for PK. Unless you have the patience to get the chemical gun, then go ahead. I don't know how fast you are at getting EC's.
Flame and chemical gun aren't a waste of EC's.

I have both. You could go for chem if you really want it. Flame seems to be more usable since it's not banned anywhere.
