Can Pk Gangs have hideout too?

Ik Pking has rewards too. But I'll be cool if Pk gangs have hats too. If they're recognized or they always Pk

Hmmm I see ...atleast hats sounds better than a hideout but then "recognized gang or if they always pk" won't be a good reason to give them hats, it would have to something more precise like amount of pks on tag or something like that.
