I'm not saying the thread OP is wrong, I may be wrong but I'm just curious as to where these figures/data came from?
The only sources which would be legitimate enough would be Bitzsam, Hoyt, HW (possibly). If the script hasn't been changed then Kirzey or Snk would have an idea of how it works.
On the other-hand, If someone had been monitoring every item that the players received and came to a conclusion from their primary data then i'd trust them too.

Plus, it's highly unlikely that management is going to reveal percentages.

They're like the equivalent of loot box/ crates in other games.

If a company wants to milk players out of their money, they're going to do that by keeping rare items at an absurdly low percentage while players constantly throw money at the screen in the hopes of getting an item.
