That was actually possible, they tested this if someone could access RC on mobile and actually get on their staff account on mobile and they could. There was one admin who actually apparently had the Player Relations tag that he could switch to which I saw him do one time at the trade tables one time, I forgot his name though.

i was able to play graal zone on a downloaded browser on an android device but i couldnt move my character

Only high trusted staff can, they basically get most staff controls such as staff boots, stick, stealth, and commands... and also an RC window, I had a picture of it somewhere on my old ipad from when my brother was staff, but I'm too lazy to get it, anyways those staffs look like any normal player, until they put the tag on.
Though due to some past issues no other staff is getting these controls and I don't think anyone uses them anymore, though I'm not sure.
