The meme surged after the head was made. That meme just became popular lately. First than a meme it was just art posted on DevianArt.

It'd be illegal regardless, as it's non-human (that looks nothing like an echidna), and copyright (knuckles from sonic, just a distorted version).
The classification of a meme is a little vague so i can't comment on that too much, it's a little vague so i understand if there's some confusion behind it.
Also i don't think so, i think by meme it means stuff like the troll face, pepe, etc. Not something that you'd have to take a second glance at / be confused about being a meme or not.

Personally I just find the rules to be confusing and unclear. Furthermore when people see staff wearing it, it sets an example and makes it really unfair to those who thought it was legal in the first place.

From seeing this, it OBVIOUSLY isnt copyright infringement, being that GraalOnline's policy on copyright is the same on all servers. Therefore one can conclude these heads are technically legal if they are being allowed on other servers.
