He means to be able to grab the gang's gun skin. You need to be in the gang for 28 days before you can grab the skin.
I would guess it was put in place to help curb against the gang owner from being able to "sell" the gun skins.

Welp. I do agree it should be lowered to like 2 weeks/14 days. Having 28 days still doesn't affect gangs that sell their skins.. they still do it anyway, it just makes them wait longer lol. It also makes it desperate for the people that earn the skin to wait an entire month. I do get that it's for the original members that earned the skin to only be able to get it. But sometimes during wars you have to kick offline ranks and it completely resets their time in the gang, which kinda ruins your progress of being in gang for 28 days. Anddd even if you've owned the skin once and changed it, then was kicked from gang you have to this process all over again to use the skin again :/

The gang gun skins are really only for members who show some loyalty and stick with the gang. It isn't supposed to be easy to get.

Well I personally don't think the time should reset just because you get kicked, we do stick with the gang it's just we shouldn't get our time with the gang reset
