Problem with a head upload

So at first they denied this head for being "non human" even though its a human skull. Then it is now being denied due to inappropriate content which im confused about. Can anyone help me with this?

Human skull heads are not allowed either. Zombie heads, human heads, existing animal heads are all allowed. It being denied for inappropriate content just means that whoever rejected it selected the most matching reason from a list of pretyped rejection reasons that we have.
