    Not including basing hours as a way to qualify allowed for some gangs to qualify with little to no effort and some just straight up terrible gangs... *cough* Meg0rb. There were 6 spots to qualify instead of the usual 4 which caused some pretty major outliers in terms of skill level last year. I really hope that isn?t the case this year.
