Annoying Trading Issue

This has been around for a while, and it's annoying. Essentially, if a player has VIP the player can grab a trade table without needing $21, and when they do this they can accept the trade causing it to "not complete." Keep in mind that they don't have $21, I'd like VIP players to still need $21 to grab a table and to complete a trade, because this is annoying to deal with when you really think you are about to get the item(s) that you wanted.

IG you should buy vip for the benefits? It's not that expensive either way
