It's the time you can deal damage again with a weapon. Like if you get hit with 3 bullets, maybe only two of those will count because of the hit timer.

It's been around since the game came out.

I'd rather say it's an RNG registration of the bullets that touched you.
Just go to any base and PK then compare it to PKing outside bases.

If you know how a timer works, just imagine that with the game mechanics.
