Ik that 200-300 is the average ping for Oceania and Asia, but why am I getting 250-700 even though the game is running smoothly? Like i can see everyone digging, spawning crabs, killing them and players walking without any lag.

High ping will only result in a delay, for example if you shoot someone they will damage a few milliseconds to a second later than if you had 50 ms. You don’t experience actual lag unless you have bad internet or the servers are acting up.
