Admins won't do anything about that 'cause it would make the job ''overpowered''. People being able to do this kind of stuff keeps the job ''balanced''...
Report the said player, player aren't allow to use any form of game bug to get kill.
Report it as harrasment as they are disturbing your gameplay.
It's better to spend year perfecting yourself than spending weeks trying to be someone else.

You must either owe money to a cult or just be really disliked if you're facing this kind of stuff often enough to make a forums post about it. This happens to me maybe every 400 car missions, maybe even more.
