It's either a hacker or the person has the game delaying so when they lag and nobody is shooting on their screen they go to start shooting causing them to not get hit on their screen but on other people's screens it's showing them that they're getting hit.

Could be however he stands there for awhile so if it’s lag he’d be automatically kicked for the very high ping
