The chaplain is good for above 40 EC.
It is recommended, but @Chips wants to know the best under 40 EC.

Now lets wait a second katana is fastest hands down, but if you base now that mean every melee is the same speed because of the no hit timer in bases so if you strictly base save those 15 ecs for something else and buy kiwi or hunter.
