Well take staff being fired/resigning into account. They need to fill the empty positions that they lost. And seeing how there are a high count of players they need to have staff of every time zone to help out in reports and answering questions.

Not that many have been fired/resigned compared to people being hired. If all admins did their jobs then less would be needed.
They should just have separate staff to do reports. That way PR's can't use the excuse of reading reports so couldn't help people.
