Maybe a stupid question but, are admins allowed to upload customs that aren't usually allowed? Besides copyrighted ones of course.

Definitely not copyright and there would need to be exception approval for anything outside of normal guidelines but it is possible. Many of the rules exist to reduce lag in the game (flashing images) and allowing this across the broader playerbase would have a large impact.
