I use MS Paint and Paint.net. Paint.net is really good

I use paint.NET as well. It is very user friendly. I use gimp for animations. I also recommend Photoshop for more specific projects but only if you have some money sitting around to buy it. I got Photoshop for free through my school though you should see if that's an option :j
Photoshop cs6 and most of the adobe programs for little touch ups. I recommend the creative cloud plan from adobe, get the student plan and its 20$ a month which is worth it because it would take years for you to pay off the full price of all the adobe programs.
I'll be here from time to time. College & Work are my priorities for now.
