It's still legal. Yes, I agree that this is messed up, however this isn't considered boosting. The person used others for their own gain but did not cheat to get the gang hours. This is sort of related to major basing gangs: if you're not on while they're basing they kick you to leave room for others. Some gangs will recruit back, some won't. This is a reason why I got tired of basing, felt like I was being used.

No idea what you're talking about now. First you said someone was bribing players to base, and now you're saying there's a gang boosting hours without [members in] a gang? Be more specific?
