Like Raven previously stated, glitching is illegal, not only while sparring but always in-game (especially if it infects the the game and other players).
Lagging isn't something you can always afford, so it's legal. It's not the player's fault or decision to lag or not.

He said he create lags so he can win the game, he purposefully increases his ping
