    Boats only work at Sea, unless you're saying those kind of boats with car wheels attached to it in order to make it drive on land.

    Lol.. I think he means that we should be able to buy boats? So you can have it in your inventory as a vehicle and keep it other than renting it and never being able to use it again until you rent another one.
