Anybody can return anytime, I've had some friends who quit 1-2 years ago and returned to play(mostly for awhile).

Back to my original topic, something needs to be done about this server lag. As I suggested earlier, reduce disconnection timer to 10 minutes would help. Not only this could help with the server lag it could also promote players to actually play the game instead of afking.

Another reason for disconnection. Like he said, the promotion of actually playing this game needs to be given rather than remaining AFK.
