@xtarx everybody should have a chance,and there's no much skillz since evryone is lagswitching and speedhacking..

I know that, but mainly the admins always do chance events for their hats/some new items before release.
In the past it was mostly the old events that's been hosted for those items, now it's all about being the lucky one.

No EC item will be made for that...
I don't assume it to be sold in a shop because of it's stats, it can be a rare item only won through events.
Auctions are the worst, and hosting "rare" items in events like H&S or chance events just kills the whole point of winning by skills(luck, ew).

On topic: I agree with Star, I think it would be better if it was an item that should be won through events, but more so under skill. Keeping the rarity.
