I suggest we should implement a strict law on rioting. E.g.- Those involved in the riot will be punished severely.

Which punishment?
Riots usually involve a large chunk of the player count. I don't think Stefan will be to pleased that hundreds of players are getting jailed and banned. What else will you do besides a ban/jail? Gag them for a day?

Idiots will get angry no matter what. And even bigger idiots will take the time to organize the idiots. There's one thing that can slow riots though: Stop hiring idiots...no offence
There have been mini riots all over era for that matter. There have been a few today haven't you been paying attention?

Here is my plan, if there is a big riot in start broadcast a message saying that any players who continue to riot in the next minute will be jailed. Then they know the risks and then jail anyone who continues.
Trow twar gasses and and use water hoss to get rid of them and if they dont leave get the guns and shoot them all down

make the place where their rioting a pk area so we can all kill them muahahaa
