It is a new layout, simply create a new house with that template. It is under the "purchased" section. It is only pkable in that big green area, others would have used furnitures and such to create a nice pk house.

There's no such thing, there's only one PK house template according to my sources.

Yeah, I saw a different PK house a few months ago too. I think it was a glitch.
